Public library aid opens rural funding options

For July 1, 2025, through June 30, 2026, the law provides $6.5 million in aid to Arkansas public libraries. This money comes from the State Library Public School Fund Account and goes to libraries, not households. The State Library must revise aid rules so rural libraries can show adequate alternative revenue instead of a one-mill county or city property tax. Existing standards also require a qualified librarian; the law does not remove that requirement or directly change household property taxes. One month before distributing fiscal year 2026 aid, the agency must report revised eligibility and certification rules to legislative budget overseers.

Funding keeps Arkansas State Library running

For July 1, 2025, through June 30, 2026, the law funds Arkansas State Library operations, not direct household payments. It provides $3.683914 million for state operations, including $230,000 for books and subscriptions, and $3.178355 million for federal operations. It also provides $40,000 for grant administration, split equally between operating costs and conference and travel costs. Another $500 supports revolving-fund operations. The law allows up to 43 regular employees, plus seven state-funded and five federally funded part-time or temporary workers. Unspent book and subscription money from the year ending June 30, 2025, remains available for that purpose through June 30, 2026. The library must explain this carryover to the state budget office before June 30, 2026. Carryover reports must identify the amount, agency, program or spending item, funding source, and written explanation. The budget office must report to legislative budget overseers, and the agency must report at least 30 days before presenting its budget request. State budget manuals must include this information or note noncompliance. Spending remains subject to state purchasing, accounting, salary, and other fiscal-control laws.
