Arkansas adds digital IDs, eases fees

Beginning February 1, 2025, Arkansas offers digital state IDs alongside digital driver's licenses through an internet-connected mobile app. Holders of valid cards and people renewing them can choose this option. The digital card shows the physical card's information and current status, and stays available until the physical card expires. Driver Services no longer must charge $10; it can charge up to $10 per digital card, besides regular issuance fees. Photos and copies obtained outside the app are not valid digital cards. Public and private entities can accept digital cards for state purposes, subject to the exception in Arkansas Code § 27-16-805(e)(2)(A). Showing a card does not authorize police to search other device data; officers must promptly return the device after verification. Physical-card surrender rules do not require surrendering the device. Fees go to the State Central Services Fund for program costs and related Revenue Division duties. The Department of Finance and Administration can issue rules to carry out the program.
