For July 1, 2025–June 30, 2026, the law provides about $215.34 million for public school facilities and transportation assistance. The money comes from the Educational Facilities Partnership Fund Account. Academic Facilities Partnership receives about $211.83 million, and Academic Facilities Catastrophic receives about $3.51 million. Academic Equipment, Extraordinary Circumstances, and High Growth programs each receive $0 under this law. This funding helps school districts, not through direct payments to families.
For July 1, 2025–June 30, 2026, the law provides about $3.06 million for Arkansas’s school facilities and transportation division. Funds come from the Division’s fund account. Staffing is capped at 32 regular positions and five temporary or part-time workers, whose pay is limited to classification rates. Funding includes about $1.82 million for regular salaries, $2,500 for temporary staff, and $684,412 for benefits and related costs. It also provides $319,311 for operations, $24,650 for travel, and $207,500 for safety training. Professional fees, capital purchases, and data processing each receive $0. The Director can request budget transfers only within this act, with no more than two requests per fiscal year. Transfers require Chief Fiscal Officer approval and prior approval from the Legislative Council or Joint Budget Committee. Spending must follow state purchasing, accounting, personnel, and revenue laws and finance department rules.
From July 1, 2025, through June 30, 2026, the Division can transfer available money for charter school facility loans. The money goes into the Open-Enrollment Public Charter School Facilities Loan Fund. It must be money made available for that loan program, including from the Development and Enhancement Fund or its successor. The law sets no transfer amount and provides no direct household payment.
