For July 1, 2025–June 30, 2026, the law provides about $365.03 million for inmate care and custody. This money comes from the Division of Correction Inmate Care and Custody Fund Account. Shared Services gets about $173.92 million, including $141.43 million for medical contracts, through an account designated by the state's chief fiscal officer. The funding covers staff and operating costs, not direct household payments.
For July 1, 2025–June 30, 2026, the law provides $34.8 million to reimburse counties housing state inmates. Unspent County Jail Reimbursement Fund money stays in the fund for spending authorized by law. The agency must explain its carryforward need to the state budget office in writing before June 30, 2025. The budget office must report amounts and supporting information to the Arkansas Legislative Council by its September meeting. The agency must also submit a written status report at least 30 days before presenting its budget request.
For July 1, 2025–June 30, 2026, the Inmate Welfare Program gets about $22.73 million for staff and operations. The Work Release Program gets about $8.03 million for operating costs and debt payments. Both use cash funds held in the State Treasury, as determined by the state's chief fiscal officer. The law funds these programs but does not set individual benefit amounts or direct household payments.
For July 1, 2025–June 30, 2026, Shared Services can have up to 214 regular employees. The Division of Correction can have up to 4,509 regular employees. The Division can also hire up to 170 temporary or part-time workers when needed. Their pay cannot exceed the authorized rate for their job classification. These are staffing limits, not promises that every job will be filled.
Beginning July 1, 2025, the Division of Correction must return feeder cattle sale proceeds to the State Treasury. The money is recorded as a refund of spending and credited to its cattle and meat purchasing budget. This rule applies through June 30, 2026, and does not create household payments.
