Arkansas school transfers lose limits and safeguards
Arkansas removes a state-law ban on district-approved school transfers when either district faces a court order to end segregation. The repeal also removes that law's ban on transfers that violate such orders. Transfer forms filed with the state education division no longer need sworn statements from every member of both district boards. The division no longer must withhold state aid equal to each district's funding impact from transfers missing those statements. The law does not guarantee students a transfer.
