Athletic training covers more active people
Arkansas now defines athletes to include people taking part in recreation, sports, exercise, or tactical duty. Tactical duty includes law enforcement, military, and rescue-service activities. The law also covers related injuries and illnesses involving physical abilities or preventing participation. Athletic training includes preventing, recognizing, evaluating, treating, and rehabilitating these conditions, plus managing related programs. Trainers must hold a state license; the broader definition does not guarantee services for every covered person.
Clearer supervision rules for athletic trainers
In nonclinical settings and physicians' offices, athletic trainers work with direction or consultation from an Arkansas-licensed physician. The physician must be available for consultation but need not be on site; consultation can use telecommunications. In hospitals or outpatient clinics, trainers work under physician supervision, or physical-therapist supervision with an Arkansas-licensed physician's referral. The supervising physician retains moral, ethical, and legal responsibility for patient care. Freestanding rehabilitation clinics require an Arkansas-licensed physician's referral and a supervising physical therapist who is on site and available. These clinics are off hospital or healthcare-system campuses and do not include physicians' offices.
Concussion safety rules for youth athletes
The law covers organized team competitions and related practices or preparation where most participants are under 19. It excludes college or university activities and sports incidental to nonathletic programs. The Arkansas Department of Health must develop concussion protocols substantially similar to the Arkansas Activities Association's protocols. The department must also give the association an updated healthcare-provider list for concussion education. Covered providers include medical and osteopathic physicians, neuropsychologists, advanced practice registered nurses, certified athletic trainers, physician assistants, and physical therapists.
