Coaches gain limited opposite-sex locker room access

Arkansas law allows coaches and athletics personnel to enter opposite-sex school restrooms and changing areas to address, supervise, or treat athletes they oversee. This includes athletic directors and people actively organizing, training, or coaching school athletics. Entry is allowed a reasonable time before, during, or immediately after an athletic event. Events include competitions against other teams, clubs, or groups, plus practice or preparation, sponsored by or associated with public districts or open-enrollment public charter schools. Staff must verify that no one is undressed throughout their stay, and another adult must be present. Covered areas include school restrooms, locker rooms, changing rooms, and shower rooms designed or designated for one or more users, where people may undress around others. The law defines sex as male or female based on genetics and physiology. Schools may rely on a student's original birth certificate issued at or near birth to identify sex. Opposite-sex entry is also allowed for cleaning, maintenance, inspections, emergency medical help, or an ongoing emergency, including a physical fight.
