For July 1, 2025, through June 30, 2026, the law authorizes about $36.26 million for Phillips Community College. About $10.99 million comes from its state fund: about $6.96 million for salaries, $1.74 million for employer benefit and payroll costs, $1.76 million for operations, and $523,229 for contingencies. Another $25.275 million in cash-fund authority includes $4.2 million for salaries, $1 million for temporary help, $200,000 for overtime, and $2 million for employer benefit and payroll costs. Cash funds also cover $5.485 million for operations, $450,000 for travel and conferences, $1.1 million for professional fees, and $40,000 for promotional items. They include $3.3 million for equipment and other capital purchases, $6 million for capital improvements, and $1.5 million for debt payments. Spending cannot exceed the approved amounts or legally available funds and must follow state financial and purchasing rules. This supports college staff, services, and facilities; it does not provide direct household payments.
From July 1, 2025, through June 30, 2026, Phillips Community College can employ up to 296 regular workers. The law sets annual salary ceilings by job, including $208,138 for the chancellor and $146,201 for division chairpersons. These are pay limits, not guaranteed salaries or raises. The college can also employ up to 900 temporary or part-time workers when needed, using money approved for that purpose. Their pay cannot exceed the applicable job rate under the Uniform Classification and Compensation Act or this law.
