Bill Overview

Analyzed Economic Effects

6 provisions identified: 4 benefits, 0 costs, 2 mixed.

Funding for military family relief grants

For July 1, 2025, through June 30, 2026, the law provides $72,757 for military family relief grants. The money comes from the Military Family Relief Trust Fund and supports eligible military families. This provision does not state individual grant amounts or detailed rules for qualifying.

Federal funding for Arkansas military sites

For July 1, 2025, through June 30, 2026, the law funds Arkansas military sites with designated federal money. Fort Chaffee receives about $39.36 million, and federal training site operations receive about $55.32 million. These budgets cover employee pay, operating costs, professional services, equipment, and authorized overtime. A separate appropriation provides about $3.14 million for Fort Chaffee Readiness Center construction. Arkansas’s Chief Fiscal Officer designates the federal funds; these appropriations do not create direct household grants.

Funding for Arkansas military operations

For July 1, 2025, through June 30, 2026, the law provides about $8.75 million for general military department operations. This includes $75,000 for Civil Air Patrol pay and operating costs. The Department of the Military Fund Account also provides $166,996 for National Guard Museum staff and operations. Treasury cash funds provide $685,810 for department expenses and $160,311 for the counter-drug program. These appropriations support agency programs rather than creating direct household grants.

Funding for military call-up costs

For July 1, 2025, through June 30, 2026, the law provides $2.5 million for emergency military call-ups. It also provides $20,000 for military court-martial costs. Both amounts come from the Department of the Military Fund Account. Another $219,632 comes from the Military Support Revolving Fund for non-emergency call-ups. These funds cover military costs and do not create a new household payment or duty.

Military staffing limits and federal-linked leader pay

For July 1, 2025, through June 30, 2026, the law authorizes up to 458 regular military department employees. It also allows up to 127 temporary or part-time workers, with pay capped by state classification and compensation rates. The Adjutant General and Deputy Adjutant General receive pay under the federal Defense Department’s Advisory Service Pay Plan. Their maximum pay is tied to that plan, with July 1 adjustments reflecting federal rate changes. Neither official is guaranteed the maximum salary, and these special leadership pay rules apply only during this fiscal year.

Military budget flexibility with spending limits

The department can move up to $10,000 yearly from operating expenses to promotional items within general or cash operations budgets. The Director of State Resources must authorize each transfer, and Arkansas’s Chief Fiscal Officer must approve it. The Chief Fiscal Officer must move the remaining military fund account balance on June 30, 2026, into a special sub-fund. That money is restricted to department construction, maintenance, operating costs, or future construction projects. The Office of Budget must report carry-forwards at the Legislative Council’s September meeting or a Joint Budget Committee meeting. The department must report the agency, amount, program or item, and funding source at least 30 days before its budget presentation. Finance officials must include the information in budget manuals; the carry-forward rules apply only to the 2025–2026 fiscal year.
