For July 1, 2025–June 30, 2026, the law authorizes about $6.84 million from the Hope-Texarkana college fund. This includes about $5.23 million for salaries, $1.27 million for employer benefit contributions, $10,000 for operations, and $325,682 for contingencies. It also authorizes about $18.49 million from cash funds defined by state law. Cash-funded staffing includes about $1.74 million for regular salaries, $500,000 for extra help, and $700,000 for employer benefit contributions. Cash-funded operations include $5.325 million for operating expenses, $125,000 for conferences and travel, $350,000 for professional fees, and $25,000 for promotional items. Another $2.32 million funds capital purchases, $6.751 million funds capital improvements, and $650,000 funds debt payments. Spending cannot exceed these authorizations or legally available funds and must follow state purchasing, accounting, budget, and salary rules. This funding supports college services and facilities, not direct payments to students or households.
For July 1, 2025–June 30, 2026, Hope-Texarkana’s community college can employ up to 214 regular workers. The law sets maximum pay by position, including $208,138 for the chancellor and $146,201 for each division chair. Academic pay limits include $139,340 for 12-month faculty, $132,733 for the librarian, and $120,305 for nursing and allied health instructors. Nine-month faculty have a $111,362 limit; part-time faculty have a $56,046 limit, and the food service director has a $105,646 limit. The college can also hire up to 200 temporary or part-time extra-help workers when needed. Their pay must come from extra-help funds and stay within the applicable state job limits or this law’s rates. These limits authorize jobs but do not guarantee hiring or pay at the maximum rate.
