Community health workers certified under this law receive payment for services they provide. Payment comes from Arkansas Medicaid or a health benefit plan. The law does not set a payment amount.
Community health workers have a defined role helping people connect with health and social services. Allowed work includes cultural mediation, health education, care coordination, case management, service navigation, coaching, and social support. They can also provide advocacy, capacity-building, outreach, basic home and health assessments, and evaluation or research work. Medication support must follow a patient care plan directed by a healthcare provider or professional. Direct services cannot require a professional license or special training, or be services a personal care attendant provides. Patient and personal information they access is confidential and protected from public disclosure; breaches carry applicable state and federal penalties. The Department of Health can deny, suspend, revoke, or refuse to renew certification for fraud, unethical conduct, or serious lack of skill or efficiency. Other grounds include using a false name, violating the act, or failing certification requirements. Proceedings must follow the Arkansas Administrative Procedure Act, and the department can issue certification and regulatory rules.
Arkansas creates statewide certification for community health workers age 18 or older through four paths. One accepts certification from the Arkansas Community Health Worker Association. Another requires two years of work, including one in Arkansas, plus 120 hours of approved training. That training includes 80 hours of classroom instruction and 40 hours of guided field practice. A third requires one year of Arkansas work, 80 hours of supplemental training, and required mentoring and supervision. The fourth requires four years of experience showing core skills, including two years in Arkansas. Applicants pay $50, and certification lasts two years. Renewal requires 20 hours of related professional development during those two years and a renewal fee. The Department of Health sets that fee in consultation with the association. The association and Division of Higher Education must maintain a public list of approved training programs.
