One-year funding for Arkansas bioscience research

The law provides $5.643838 million for Arkansas State University's Arkansas Biosciences Institute from July 1, 2025, through June 30, 2026. The money comes from the Arkansas Biosciences Institute Program Account of the Tobacco Settlement Program Fund. The Institute can employ up to 43 people, with maximum pay rates set by job title. Funding includes $2.149024 million for regular salaries, $15,914 for extra help, and $551,206 for employer benefits. It also includes $2.527694 million for operating costs and $400,000 for equipment and other capital costs.

Funding warnings for tobacco-funded institute workers

From July 1, 2025, through June 30, 2026, tobacco-funded jobs are not guaranteed to continue if settlement money is insufficient. State agencies and institutions cannot replace that money with state funds unless the General Assembly appropriates money and the Governor approves. New hires and current workers in tobacco-funded positions must receive notice of these funding terms. Where applicable, the notice must also appear in employee handbooks or professional services contracts paid with tobacco funds.

Approval rules for institute budget transfers

From July 1, 2025, through June 30, 2026, these funds cannot be moved under Arkansas's general budget-transfer authority. Transfers between spending categories within this appropriation remain allowed, but require approval before money moves. Approval must come from the Division of Higher Education, the state's Chief Fiscal Officer, and the Legislative Council or Joint Budget Committee. Spending and purchasing must follow state law, and fund use must follow the tobacco-settlement framework and budget directions.
