3 provisions identified: 1 benefits, 1 costs, 1 mixed.
For July 1, 2025, through June 30, 2026, the law authorizes Henderson State University to spend two funding pools. State funding totals $22.910355 million: $11 million for salaries, $3 million for related staff costs, and $7.098256 million for operations. It also includes $40,000 for temporary help, $400,000 for equipment and other capital purchases, and $200,000 for depreciation. Another $85,186 supports the Community Education Center, with $1.086913 million set aside for unexpected needs. Cash-fund spending totals $79.3 million, including $15 million for salaries, $2 million for temporary help, and $100,000 for overtime. It includes $3 million for related staff costs, $19.8 million for operations, and $1 million for conferences and travel. Another $3 million each covers professional services and capital purchases, plus $20 million for capital improvements. The cash budget also includes $10 million for debt payments and $2 million for fund transfers, refunds, and investments. Depreciation and promotional items each get $200,000. Spending cannot exceed these limits or available lawful funds, and must follow state purchasing, accounting, salary, and budget rules.
Beginning July 1, 2025, Henderson State must repay its 2020 Budget Stabilization Trust Fund loan in six $958,333.33 payments. Payments are due each December 1 from 2025 through 2030 and can come from any lawful university funds. The university must report the loan's status annually by June 30 to the Legislative Council or Joint Budget Committee. After reviewing the loan, the Legislative Council—or the Joint Budget Committee during legislative sessions—can change payment amounts or timing. This repayment rule ends after the final payment.
From July 1, 2025, through June 30, 2026, Henderson State can employ up to 555 regular workers. The law sets salary limits by position, including $322,307 for the chancellor and $215,850 for the vice chancellor. It also allows up to 500 temporary or part-time workers when needed. Their pay must use money set aside for that purpose and stay within applicable state or act-listed pay rates. These authorizations do not guarantee anyone a job or a specific salary.
