5 provisions identified: 2 benefits, 1 costs, 2 mixed.
For July 1, 2025, through June 30, 2026, the law authorizes Tobacco Settlement money for three university health programs. The Reynolds Center on Aging gets about $2.321 million, and the Boozman College of Public Health gets about $3.196 million. The Area Health Education Center in Helena gets about $2.236 million. These amounts cover staff and operating costs, including travel, plus equipment at the aging center and professional services in Helena. The money comes from the Targeted State Needs Program Account and does not create household payments.
For July 1, 2025, through June 30, 2026, the law authorizes about $6.181 million for the Arkansas Biosciences Institute. This includes about $1.897 million for Arkansas Children’s Hospital research and $1.435 million for equipment and other capital purchases. If the Institute receives less than its full appropriation, at least 33⅓% of available funds must support hospital research. The research program must receive its full allocation when enough money is available. When the appropriation is fully funded, the hospital CEO may request a transfer to the state human services grants account to match federal money for supplemental Medicaid payments to the hospital.
The four covered University of Arkansas for Medical Sciences units share a limit of 113 regular employees. The law also sets salary ceilings for administrative, teaching, research, and support jobs, with staffing pools assigned by unit. These limits apply from July 1, 2025, through June 30, 2026.
From July 1, 2025, through June 30, 2026, agencies cannot guarantee settlement-funded jobs will continue if proceeds are insufficient. Replacement state money requires both a General Assembly appropriation and the Governor’s authorization. Funding recipients must disclose these conditions to the Tobacco Settlement Commission. The Commission must make the disclosures available to new and current employees paid with settlement money. When applicable, the information must also appear in employee handbooks or professional services contracts.
For July 1, 2025, through June 30, 2026, the covered programs can move money between spending categories with oversight. Transfers require approval from the Division of Higher Education, the state’s Chief Fiscal Officer, and the Legislative Council or Joint Budget Committee. Transfers under Arkansas’s general appropriation-transfer law are barred unless this act allows them. Recipients must follow applicable fiscal rules and the Tobacco Settlement spending framework. The transfer-authority section becomes void if ruled unconstitutional.
