No advance approval for mental health crises

Arkansas health plans cannot require prior authorization or precertification—both forms of advance approval—for mental health crisis care. This covers care at crisis stabilization units, other immediate-crisis programs, and care from licensed healthcare providers in emergency departments. A crisis means a severe emotional or mental state causing risk of harm, inability to provide self-care, or major disruption to daily life. Covered plans include nonfederal self-funded government plans, but exclude dental-only, vision-only, and workers’ compensation plans. The Insurance Commissioner can issue rules, while the State Board of Finance can issue rules for state and public-school coverage.
