Arkansas law allows exceptions to telemedicine rules for ambulance treatment at the scene or transport to another destination within Arkansas. Without an exception, care requires telemedicine coordination with a physician for medical complaints or a behavioral health specialist for behavioral complaints. The Emergency Medical Services Advisory Council must create rules identifying which 9-1-1 emergency situations qualify for exceptions. Ambulance services can adopt these care protocols with their medical director’s approval. Services can also ask the council to approve additional protocols. The council must review its exempt protocols every year.
