The law clarifies felony penalties for prohibited foreign-controlled businesses convicted of violating Arkansas’s land-ownership ban. Punishment includes up to two years in prison, a $15,000 fine, or both. For farmland rules, a combined interest of 33% or more counts when covered holders act together, even if none individually holds 33%. A combined interest of 50% or more also counts, even when covered holders do not act together. These thresholds define significant interest and substantial control, and the law corrects references identifying covered holders. The changes are technical, not substantive, and do not repeal laws from Arkansas’s 95th General Assembly; those laws take priority in conflicts.
