Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Two vehicle offenses lose misdemeanor status

Unlawfully using official school-bus colors or the words “school bus” is now a violation, not a misdemeanor. The fine after conviction remains $25 to $100. A registered vehicle owner’s failure or refusal to provide required identifying information also becomes a violation, not a misdemeanor. That fine after conviction remains $5 to $50.

Drivers lose a speeding reporting exception

The law repeals a special rule that kept certain speeding convictions out of drivers’ traffic violation reports. It covered speeds above 55 mph but below 75 mph under the speed limit set by Public Law 93-239. The repeal also removes separate reporting and employer-record rules for chauffeur’s-license holders.

Veterans lose World War I parking category

The law removes the World War I disabled-veteran category for parking privileges and special license plates. Veterans must qualify as a “disabled veteran” or “disabled veteran—nonservice injury” under Arkansas Code section 27-24-203.

Counties pay half after highway land delays

County courts have 60 days after a highway right-of-way petition is presented to order the land acquisition. Without that order, the Arkansas State Highway Commission may acquire the land by purchase, eminent domain, or other means. If it does, half the acquisition cost is deducted from the county’s next County Aid Fund payment.
