New property assessment rules for Arkansas owners

These rules apply to assessment years beginning on or after January 1, 2025. An improvement counts as substantial when it raises a property's assessed value by at least 25%. Necessary natural-disaster repairs do not count, except to the extent they use higher-quality, higher-value materials or parts. The state assessment office no longer sets the substantial-improvement definition by rule. Each property parcel is valued at its true market value in money, excluding growing crops. Assessors can consider only Arkansas properties when setting residential property values. For commercial property, assessors can consider out-of-state properties only when no comparable commercial property exists in Arkansas. The law does not specify a resulting tax amount.
