Beginning July 1, 2025, the law renews permission to spend unused funds for Arkansas Human Development Center improvements. It provides up to about $5.69 million for Booneville’s residential housing plan. Another appropriation provides up to about $7.38 million for continued master plan work at each center. The money supports demolition, construction, replacement, upgrades, and additions, plus renovation at Booneville. Both appropriations use federal funds designated by Arkansas’s Chief Fiscal Officer. Agencies cannot award contracts or take on project costs beyond money actually available from the State Treasury. They can supplement funding with grants, donations, and uncommitted cash funds, but cannot use maintenance and general operations appropriations. Spending must follow applicable purchasing, accounting, budgeting, and revenue laws and the purposes documented in state budget materials. This funding supports facilities serving people with developmental disabilities; it does not create direct household payments.
