Beginning July 1, 2025, the law renews authority to spend remaining facility funds approved in Act 83 of 2024. The Division of Community Correction gets authority for up to $671,398 from the Community Correction Revolving Fund. This covers property purchases, maintenance, repairs, replacement, expansion, construction, equipment, renovation, improvements, and upgrades. A separate State Treasury cash fund, determined by the Chief Fiscal Officer, pays for eight listed projects. At SWACCC, caps are $1.3 million for elevators, $3.5 million for roofing, and $175,000 for tankless hot water. SWACCC also has a $200,000 cap for camera system upgrades. NECCC parking lot repairs have a $350,000 cap. ECACCC has caps of $110,000 for steam bundle and heating, ventilation, and air conditioning repairs and $150,000 for tankless hot water. Omega Facility surveillance camera upgrades have a $125,000 cap. These amounts are spending limits on remaining balances, not guaranteed new money or direct household payments. The agency cannot sign contracts or take on obligations beyond available State Treasury funds. Grants, donations, federal funds, and cash income not already committed can supplement funding; Maintenance and General Operations funds cannot. Spending must follow state purchasing, accounting, budgeting, revenue stabilization, and Department of Finance and Administration rules unless law provides otherwise. Spending must also match the purposes shown in agency requests, executive and legislative recommendations in department budget manuals, and related official communications.
