Beginning July 1, 2025, Arkansas reauthorizes unused prison expansion money from the Development and Enhancement Fund, up to $74.86255 million. This money comes from a prior appropriation in Act 84 of 2024. Across this law, contracts and spending commitments cannot exceed project money actually available in the State Treasury. Agencies can add grants, donations, federal funds, and unused cash income or fund balances, but not Maintenance and General Operations money. Spending must follow state purchasing, accounting, budget, and revenue laws unless another statute provides otherwise. It must also match the purposes in supporting budget documents, agency requests, and legislative recommendations.
Beginning July 1, 2025, the law reauthorizes unused balances from Act 84 of 2024 for prison industry and farm projects. The Division of Correction Prison Industry Fund provides up to $1 million for industry projects. Two separate industry improvement balances have caps of $126,645 and $6,312. The Division of Correction Farm Fund provides up to $1 million for farm projects and a separate $140,534 for improvements. Improvement funds cover maintenance, replacements, repairs, expansion, construction, equipment, renovation, purchases, and related work; they do not create household payments.
Beginning July 1, 2025, the law reauthorizes unused balances from Act 84 of 2024 for correctional facilities. Development and Enhancement Fund caps are $458,496 for Pine Bluff Female Work Release staffing and operations and $651,015 for existing facility improvements. Those improvements include maintenance, repairs, replacements, expansion, construction, equipment, renovation, and purchases. The same fund provides up to $2,713 for two armories at Varner and Tucker and $85,336 for Tucker's water treatment plant replacement. Wrightsville generators have a $300,000 cap, using a State Treasury cash fund chosen by the state's Chief Fiscal Officer. The law does not change household taxes, fees, wages, or benefit eligibility.
