Charter teachers gain access to state award

Open-enrollment public charter school governing bodies can now submit teachers for Arkansas Teacher of the Year, alongside school districts. Each district or charter can submit one applicant to the Division of Elementary and Secondary Education by April 1 of the selection year. The law removes the former 16-finalist limit allocated by education service area and Pulaski County. Selected teachers get paid administrative leave for the following school year while serving as Teacher of the Year. They have the right to return to their former jobs for the school year after leave. Districts and charters must provide a replacement teacher or change class loads, and classroom teacher contracts must reflect these leave rules. The division reimburses districts and charters for the selected teacher’s salary, benefits, and division-approved incidental program expenses during leave. Substitutes hired to replace selected teachers are exempt from earnings limits under state law and the Arkansas Teacher Retirement System.
