Starting with the entering ninth-grade class of 2025–2026, Arkansas limits credits earned through course credit recovery programs. Covered students can earn no more than 10 total recovery credits toward high school graduation during grades 9–12. The cap does not apply to students in these groups: • Students whose individualized education program includes course recovery. • Students in foster care or Division of Youth Services custody. • Students defined as homeless under the McKinney-Vento Homeless Assistance Act, using its January 1, 2025 version. • Students in qualifying long-term placement in a mental health facility. • Students in qualifying long-term hospital placement due to unforeseen circumstances, including a medical procedure or accident. • Pregnant students. • Students found to be high-risk or needing Tier III intensive intervention under the state's Alternative Education Process Guide. • Students enrolled full-time in a statewide open-enrollment virtual charter school. • Students receiving, or previously receiving, English as a Second Language services in grades 9–12. • Students enrolled in a credit recovery open-enrollment public charter school. Qualifying long-term placement means prescribed care that causes at least 30 cumulative days absent from school in one academic semester. The student must be enrolled in school and trying to earn graduation credit during that time.
