When Arkansas's State Highway Commission declares part of an acquired highway parcel surplus, two appraisers set its value instead of three. Both appraisers must be certified or licensed under Arkansas law. Reacquiring that part costs its market value when it is declared surplus. For a whole parcel declared surplus, reacquisition remains available by refunding the state's original purchase price. The law does not say whether using fewer appraisers raises or lowers the price.
