Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Military store money supports Arkansas Guard

The law extends spending limits to all military canteens and exchanges under the Adjutant General’s authority. Their operating funds that are not legislative appropriations must support military-site improvements or Arkansas National Guard units’ and members’ general welfare. Eligible sites include Robinson Maneuver Training Center, Fort Chaffee Joint Maneuver Training Center, and other military reservations, armories, or airfields. The law states no funding amount.

More options for Arkansas military stores

The Adjutant General can buy military-store inventory through agreements with military-focused nonprofits, nonprofit foundations, or other entities. Purchases must follow Arkansas law’s canteen and exchange limits. The Adjutant General can also arrange Army and Air Force Exchange Service operations on any Arkansas National Guard property or reservation. This expands the allowed locations beyond Robinson Maneuver Training Center and Fort Chaffee Joint Maneuver Training Center. These exchange agreements must serve Arkansas or U.S. military forces’ best interests; no new store is required.

New sales and rental rules for military stores

Arkansas military canteens and exchanges follow rules similar to those of the Army and Air Force Exchange Service. The Adjutant General chooses which procedures, policies, privileges, and limits apply. The law removes specific sales bans on automobiles, household appliances, furniture, building products, motorcycles, and bicycles. It also removes canteens’ specific authority to arrange rental vehicles for service members, trainees, and temporary military reservation residents. This does not establish that other rental options are unavailable.
