More review for Arkansas state property

The law covers state institution boards and commissions, plus heads of state offices, departments, divisions, and agencies. They can buy or sell land for cash when it is owned or controlled for their agency’s use or benefit. For covered sales and purchases, agencies must get Building Authority Division approval before hiring a qualified appraiser. They must notify the Secretary of Transformation and Shared Services and submit the appraisal to the division. The division assesses it and recommends action to the secretary. For property donations, agency directors must certify the request to the division; the secretary recommends action to the Governor. The Governor must approve before an agency accepts a donation. Before buying property, agencies must check the Arkansas Economic Development Commission’s Buildings & Sites Database for practical, affordable options. The Building Authority Division helps determine availability. Exempt transactions include Commissioner of State Lands sales, transfers to political subdivisions, transfers between state entities, and land exchanges recommended by the Finance and Administration Secretary and approved by the Governor. Exempt entities are the State Highway Commission; Arkansas State Game and Fish Commission; Arkansas Natural Heritage Commission; State Parks, Recreation, and Travel Commission; Division of Higher Education; and higher education institutions. These process changes do not create a direct household benefit or charge.
