Arkansas public entities can avoid costly sales

Arkansas state and public entities can keep some investments that existing divestment rules otherwise require them to sell. The investment must be locked into a fixed maturity date. Selling early must trigger a financial penalty and harm the state or public entity's finances. This exception helps protect public money and meet the duty to manage it responsibly.
