For Arkansas cities formed during a federal census year, the law sets a common population-counting rule for funding. The Arkansas Geographic Information Systems Office calculates their population using the latest federal census taken every 10 years. These counts guide municipal aid, turnback funds, county sales and use tax revenue, and highway-revenue distributions. The count applies until new federal census or special census data becomes available to the city. The law sets no direct household payment. Its emergency clause makes it effective upon the Governor’s approval, when the veto deadline passes without action, or upon the final legislative vote overriding a veto.
