Public alerts help find abducted children

Statewide alerts for seniors and adults
The law puts the Arkansas Silver Alert System into state law. Arkansas State Police runs the system and sends statewide alerts for missing seniors and adults with cognitive disorders. The division sets the criteria for when an alert starts.
New missing-adult advisories with strict limits
The law creates a Missing Endangered Adult Advisory System for adults who do not qualify for a Silver Alert. Qualifying conditions include mental or cognitive disabilities unrelated to Alzheimer's disease or dementia, intellectual or developmental disabilities, and brain injuries. Other physical, mental, or emotional disabilities qualify when unrelated to substance abuse. Officials cannot activate the system for someone determined to be suicidal. An advisory must be the only viable way likely to return the adult to safety. Enough details about the adult and disappearance must show that an advisory is likely to help find them. Safeguards must protect privacy, dignity, and independence, and prevent accidental or unnecessary sharing of sensitive health information. Arkansas State Police coordinates advisories, sets activation procedures, tracks use and results, and works with local police on appropriate use. The Department of Public Safety may issue rules for all three missing-person alert systems.
