New private partnerships support Arkansas military recruiting

Arkansas’s military secretary can make agreements with private entities to support military department and National Guard recruiting and retention. The secretary can accept, hold, manage, and use personal property and accept voluntary services for these purposes. Accepted property and services need no further specific authorization in law. Partnerships must follow applicable laws, procedures, and rules. The secretary must issue rules, including limits on creating and carrying out partnerships. Support cannot compromise, or appear to compromise, the integrity of a program or anyone involved in it. Agreements must go to the Legislative Council, or the Joint Budget Committee while the legislature is in session. Reporting is required when annual support exceeds $10,000 but is below $50,000, or projected total support is below $350,000. Review is required when annual support is at least $50,000 or projected total support is at least $350,000. Projected totals include agreement amendments and extensions.
