Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Defined support for adult diploma students

The law defines the help covered by Arkansas's Adult Diploma Program for students seeking a high school diploma. Covered services include finding and recruiting students, keeping them engaged, and developing learning plans. Teaching, coaching, and mentoring are also covered.

Adult diploma providers face tighter oversight

Providers that fail minimum program performance standards can be placed on probation. They must submit an improvement plan and remain on probation for the rest of the fiscal year. Annual reports must count half-credits earned by students whose milestones receive program payments. The Department of Education must write program rules in consultation with the Office of Skills Development. Proposed rules must reach the Legislative Council early enough for consideration before January 1, 2026. Initial rules must be filed with the Secretary of State by that date, or as soon as practicable after approval if approval comes later.

Adult diploma provider payments and limits

Arkansas pays approved providers—not students—for milestones completed by enrolled, eligible students. Payments are $250 per half-credit, employability skills certification, or workforce credential requiring no more than 50 training hours; $500 per credential requiring 50–100 hours; $750 per credential requiring more than 100 hours; and $1,000 per accredited high school diploma. Each credit unit equals one-half credit, earned by meeting the applicable learning standards. Providers can bill only for diploma requirements or extra courses meeting workforce credential requirements, and cannot receive program funding for students also supported by federal funds, state funds, or private tuition. The Department of Education pays invoices in submission order until funds run out, then notifies providers.
