Arkansas paid canvassers face stricter residency rules
Paid canvassers must be Arkansas residents. For statewide initiative or referendum petitions, Arkansas must also be their domicile—the one place they live and intend to make their permanent home. Sponsors or their agents face a $2,500 penalty per canvasser knowingly hired for statewide petitions who is neither an Arkansas resident nor domiciled there. Officials checking signatures must report suspected forgery and their reasons when they have reasonable grounds for suspicion. Reports go to Arkansas State Police for statewide petitions and the county prosecuting attorney for local petitions.
