Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 0 costs, 3 mixed.

Full-time officers get capped sick leave

Statutory sick leave is limited to full-time officers in Arkansas first- or second-class cities and incorporated towns. Officers earn 20 working days yearly starting one year after hiring; local ordinances define a working day. Unused leave builds up to 60 days unless a local ordinance allows more; this limit does not apply when counting retirement service. Existing leave under local sick-leave ordinances is credited, and new days accumulate until the allowed maximum is reached. At retirement or death, unused leave is paid at the regular pay rate in effect then. Payment is capped at 60 days unless a local ordinance allows more, and can never exceed 90 days’ salary. Covered municipalities may also adopt catastrophic leave programs with a police illness list covering chronic or fatal illnesses.

Holiday pay limited to full-time officers

The law requires holiday pay only for full-time officers in Arkansas first- or second-class cities and incorporated towns. It covers every legal holiday set by the municipality. Pay is based on the officer’s daily rate and adds to regular pay, though it can be included in base pay. Municipalities must spread payments across regular paydays or pay an annual lump sum on a locally chosen December date.

Paid vacation limited to full-time police employees

The law guarantees at least 15 working days of fully paid vacation each year, but only for full-time police employees. It covers departments in Arkansas first- or second-class cities and incorporated towns. The department head or chief must approve vacation before use, and a local ordinance sets the maximum unused leave balance. Starting the first day after service ends or retirement, employees may receive payment for unused vacation at their regular rate. That payment cannot exceed the maximum allowance set by local ordinance.

Officers keep sick leave on days off

Municipalities can charge covered full-time officers’ sick leave only for days they are scheduled to work. During sickness or injury, officers do not lose sick leave for scheduled days off.
