Arkansas expands highway contracting, drops required reviews

The law makes the Construction Manager-General Contractor program permanent for the Arkansas State Highway Commission. The Commission can use this method for any transportation project with a construction cost estimate of $300 million or less. This replaces the two-phase pilot, its five-project limit per phase, and its $100 million and $200 million project caps. The law removes the June 30, 2026 end date without setting a new one. It also removes the required independent benefits-and-costs study, its submission to Arkansas Legislative Audit, and transportation committee notifications.
