Effective July 1, 2025, the law provides up to $8 million from Arkansas’s Development and Enhancement Fund. The money goes to the Department of Education’s Educational Television Division for the Next Gen TV (ATSC 3.0) broadcast upgrade. Funds must support that project and the purposes documented in the budget records supporting the law. The agency cannot award contracts or take on project costs beyond the money actually available. It can add grants, donations, federal funds, and available cash or other funds not already committed. It cannot use money set aside for maintenance and general operations. Spending must follow state purchasing, accounting, budgeting, revenue stabilization, and other applicable fiscal rules unless another law provides otherwise. This funds broadcasting equipment and facilities, not direct household payments.
