Beginning July 1, 2025, the law sets aside up to $1 million for Northwest Technical Institute from the Development and Enhancement Fund. It covers construction, renovation, major maintenance, equipment purchases, and transfers or refunds for those project expenses. Contracts and obligations cannot exceed State Treasury funds actually available. Grants, donations, federal funds, and uncommitted cash or other available funds can supplement project funding. Money for maintenance and general operations cannot fund these projects. Spending must follow state purchasing, accounting, budgeting, revenue, and finance department rules unless another law provides an exception. Spending must also match the purposes documented in budget requests, recommendations, and related records. This funding supports institute facilities, not direct household payments.
