Arkansas school administrators need approval to work for, represent, or do independent contract work for parties contracting with their education entity. Both their current employing district’s school board and the Commissioner of Elementary and Secondary Education must approve in writing. Without both approvals, the outside work breaks the law’s ethical standards. Covered administrators include superintendents and assistant superintendents or equivalents, district treasurers, business managers, principals, assistant principals, and curriculum directors. Anyone directly responsible for purchasing across the entity is also covered. Covered entities include Arkansas school districts, public schools, charter schools, education service cooperatives, and publicly supported entities that supervise them. Colleges and universities are excluded.
