College and career students get recruiter access

Arkansas state-supported colleges must let official military recruiters reach enrolled students with information about military education and careers. The same requirement covers state-supported career academies, precollege academies, secondary career centers, and technical centers.

High schools expand recruiting with fewer barriers

Arkansas school district boards must give official military recruiters access to each public high school to explain military education and careers. Each school must give recruiters an equal chance to present in person to students in grades 10–12. Recruiters can engage students regardless of grades, courses, career goals, or extracurricular activities. If a school gives prospective employers no access, military access is limited to in-person engagement with grades 10–12. That access includes normal school hours and public events outside school hours. Schools can limit recruiting events, places, or times only when the same limits apply to employers and comparable education or career groups. Those limits cannot block military recruiter access. Recruiters can distribute and collect information, conduct surveys, receive student contact details, and arrange follow-up meetings like comparable groups. Schools cannot add privacy rules, paperwork barriers, or parental-consent requirements beyond those applied to employers or similar groups. Schools must notify all students in grades 10–12 about recruiting opportunities electronically and during advisory, homeroom, or a class period. The state Military Secretary must gather National Guard recruiter reports and send an annual compliance report to the Education Secretary. The report must identify districts violating the rules and explain why. Covered recruiters represent the Arkansas National Guard, all U.S. military branches, and those branches’ federal reserve components.
