Arkansas broadens radiation monitoring around nuclear plants

The health department must continue environmental radiation monitoring and receives payment from the nuclear response fund or legislative program funding. The state chief financial officer sets payment, with the emergency management director's approval. Monitoring covers radiation dispersal or exposure devices linked to Arkansas nuclear plants, including devices transported through the state. It includes dose checks and field-team responses requested by county judges or mayors during emergencies, drills, or exercises, or needed for official emergency health-service records. Other plant-related monitoring requires the health department to find it necessary and the emergency management director to approve it.

Arkansas moves nuclear planning to emergency management

Beginning July 1, 2025, Arkansas's nuclear planning and response program moves from the Department of Health to emergency management. Its authority, duties, staff, records, property, contracts, unspent funds, budgeting, and purchasing move too. The health department must provide information needed for the transfer, and existing rules and orders remain until changed or repealed. Money left in the Arkansas Nuclear Planning and Response Fund carries into the next budget year for authorized program uses.

Bigger nuclear preparedness grants for eligible counties

Emergency management administers grants for local governments within designated nuclear emergency planning zones. Eligibility now rests on zone location, replacing the former proximity and required-radiation-plan tests. When enough grant money is available, each eligible county must receive at least $75,000, replacing the former $10,000 maximum. Counties must fulfill their cooperative agreements before receiving funds. Grant money can only cover preparing for and taking part in actual nuclear incidents or practice exercises.
