Arkansas candidates required to report campaign contributions and spending must file electronically or on electronic media. The Secretary of State must provide cover sheets, contribution forms, and spending forms that candidates can save as read-only files and upload. The forms must support combining reports into one publicly searchable document. The Secretary develops the forms and guidance without the former Ethics Commission approval requirement. In emergencies, candidates can meet deadlines by email, fax, or paper. Emergency paper reports must be uploaded electronically within 10 days of submission. Paper reports other than preelection reports remain timely when hand-delivered or properly stamped and postmarked by the due date. Preelection paper reports must arrive at least 7 days before the election. Faxed paper reports must be accepted if the original arrives within 10 days. The Secretary must post paper campaign reports, carryover fund reports, and affidavits online, and follow paper-report publication rules, including the “paper filer” designation.
