Public can search local campaign reports

The Arkansas Secretary of State’s website must let the public search covered local candidates’ electronic campaign reports. The Secretary must keep reports for eight years from filing, organized by candidate and in date order. After eight years, the Arkansas State Archives becomes their official custodian and must keep them open for public inspection. The online system must add up each contributor’s contributions to check whether the legal contribution limit is reached. This law does not set a new dollar limit.

Local candidates must file campaign reports online

Candidates for county, school district, township, and municipal offices must file covered campaign contribution and spending reports online. They must use the Arkansas Secretary of State’s website and forms, rather than file with county clerks. The Secretary must maintain a dedicated filing system and cannot accept paper reports. The Arkansas Ethics Commission must approve the online format to ensure it collects all required information. Within 30 days after each filing deadline, the Secretary must send the Commission each filing candidate’s name, report type, and receipt date. The emergency clause makes the law effective upon the Governor’s approval, expiration of the veto period without approval, or veto override.
