Beginning January 1, 2028, Arkansas racing franchise holders and Racing Commission casino licensees cannot conduct greyhound races. They also cannot accept bets on live or simulcast greyhound races. The commission must adopt rules allowing horse-race betting on races transmitted to or from racing franchise premises. Pooled race betting remains governed by racing laws, not electronic-games-of-skill rules. Horse-race betting is also excluded from lottery rules. These legal boundaries cover live races, simulcasts, and past races replayed electronically.
