Arkansas underground facility operators must join the One Call Center. Membership means using and paying for the center's services. Operators that fail to join within 30 days after a written warning face a $1,000 fine, unless exempted or waived. Another $500 fine may apply for each later 30-calendar-day period until the operator applies to join. The Arkansas Public Service Commission can waive or exempt some or all membership requirements by rule or order. These exceptions cannot violate state statutes or federal law. Other people who own or control underground facilities or similar facilities can apply to join.
