Feed businesses pay facility licensing fees

The Arkansas Department of Agriculture replaces the State Plant Board in handling feed licenses, inspections, sampling, and enforcement. Feed manufacturers, distributors, and businesses named as label guarantors must obtain licenses before operating, paying $10 per facility. Integrated operators applying for an exemption also pay $10 for each facility receiving one. Licenses expire December 31; renewal applications filed by then keep licenses valid for 90 more days or until renewal is issued. A $30 late fee applies to missed renewals or new applicants still unlicensed 15 working days after notice.

Feed businesses get minimum charges and invoices

Feed inspection fees are $0.30 per ton, generally paid by the manufacturer, guarantor, or distributor named on the label. The $10 quarterly minimum now covers distributions of 34 tons or less, up from 25 tons or less. Reports and the minimum fee are required even when no feed is distributed. Quarterly reports are due on the last day of January, April, July, and October for the prior three months. Instead of collecting payment when reports are filed, the Department sends an invoice afterward. Payments more than 15 days past due carry a penalty of 15% of the amount owed or $25, whichever is higher.
