First-class Arkansas cities can seek second-class status with fewer than 7,500 residents, up from the previous 5,000-person threshold. Population is based on the most recent federal census taken every 10 years. The city council must pass an ordinance requesting the change, rather than a resolution. The change is optional, not automatic. The law does not specify changes to residents’ taxes, benefits, or services.
