Green envelopes help people with mental illness

The law creates Arkansas’s Green Envelope Program to help people with mental illness communicate with police, including during traffic stops. Arkansas’s Department of Finance and Administration must develop and make the envelopes available by January 1, 2026. Beginning that date, people diagnosed with a mental illness can request an envelope at their local department office. It holds essential driver documents, including a driver’s license, vehicle registration, and contact card. Guidelines on the outside help officers recognize mental illness and adjust their approach.
