Equal birthing center coverage for Arkansas families

Beginning January 1, 2026, covered Arkansas health plans must cover licensed birthing center services the same as hospital birth services. The center must be licensed by the Arkansas Department of Health. Deductibles, coinsurance, copayments, and out-of-pocket limits cannot be greater than for any other benefit in the plan. Plans also cannot reduce benefits otherwise allowed. The rule applies to plans offered, issued, renewed, delivered, or extended in Arkansas that fall under state insurance law. This includes Arkansas Medicaid and the Arkansas Health and Opportunity for Me Program. Excluded coverage includes state and public school employee benefits, certain local-government benefit trusts, workers’ compensation, and limited-benefit or supplemental policies. Arkansas’s Insurance Commissioner can issue implementation rules; the Department of Human Services Secretary can issue rules for the two named public programs.
