The law creates the ARRIVES special revenue fund for emergency medical services, using revenues authorized by law. Arkansas's Department of Health distributes the money to qualified ambulance agencies; the provided text sets no dollar amount. County population tiers use the latest federal census taken every 10 years. Funding shares by tier are: 100,000 or more residents, 2.76%; 50,000–99,999, 3.45%; 25,000–49,999, 12.44%; 10,000–24,999, 60.62%; and fewer than 10,000, 20.73%. The State Board of Health must issue rules to carry out the program.
Agencies seeking ARRIVES funding must have been actively licensed and in good standing in Arkansas for at least 3 years before applying. They must be the county or city's official provider for at least 12 months, unless selected through competitive bidding. Agencies must offer advanced life support ground ambulance service. Basic life support agencies qualify if they use the money to license and operate an advanced life support ambulance within 1 year. Agencies under state sanctions or discipline, or a Corporate Integrity Agreement with the U.S. Office of the Inspector General, cannot qualify. Agencies providing non-emergency transport or licensed as volunteer providers also cannot qualify. First responder agencies must operate advanced life support ambulances 24 hours a day. Applications go to the State Board of Health and must include proof of state advanced life support licensure, a state good-standing certificate, incorporation papers, and insurance from an insurer authorized in Arkansas.
