Arkansas health plans must use minimum ground ambulance rates approved or contracted between the provider and local government. Beginning July 1, 2025, a fallback applies when no such rates exist, for both in-network and out-of-network providers. The minimum is the lower of 325% of Medicare’s Arkansas rural ambulance rate or the provider’s billed charges. The Medicare rate must match the service and service date. This replaces the Workers’ Compensation Commission fee schedule benchmark and does not itself set patients’ out-of-pocket charges. The emergency clause makes the act effective upon Governor approval, expiration of the veto period without action, or final veto override.
